There are some. The Sybex's RouterSim http://www.routersim.com is one. It does not accept all real IOS commands, but it seems that for the CCNA exam is quite enough.

If you got the book - CCNA Study Guide (SYBEX) by Toss Lammle, there is a simulator program that you can get with it! It simulates 3 2500 Routers and 1 1900 switch - this is also what the test are based on. I paid $99.00 for the program, but I understand that you can get it cheaper through www.bookpool.com. I used the book, the matching exam notes and the simulator program and passed my CCNA last week. It beats spending thousands on routers - well for right now anyways!!!
